Copy of a letter in which Villa establishes the Commercial and Financial Agency for the Division of the North, naming Lázaro de la Garza as the financial agent. Villa gives Garza the power to hire advisors and lawyers to help him lead this agency. He asks Garza to coordinate with Colonel Fidel Ávila, current Chief of Arms, for local matters. —— Copia de una carta en la que Villa establece la Agencia Comercial y Financiera de la División del Norte, nombrando a Lázaro de la Garza como agente financiero.
