The Gay Hispanic Caucus was established in Houston, Texas, in 1978 with the aim of creating social, cultural, and educational events that would bring together members of the LGBTQIA+ community. In 1985, the organization changed its name to Gay and Lesbian Hispanics Unidos (GLHU) to be more inclusive of women. As GLHU, the organization shifted its focus to include political activism in social, cultural, and educational initiatives. GLHU was dedicated to advocating for the rights, well-being, and visibility of LGBTQIA+ Hispanics. Arthur created the Baile event, a traditional Mexican dance featuring Texas Tejano music.
